I feel so horrible. I was driving to work and saw this dog that looked like it could be lost but I didn't stop, thinking it must have been out in the yard with its owner. I was walking the dog of the person I work for and this guy pulled up and asked if I'd seen his dog and my heart sank because I had seen it and I didn't stop. I told him where I saw the dog but I feel so bad that I didn't pull over and check the dog's tags!
