Should all countries have food stamps?

I think countries should have systems in place to ensure that the basic needs of their citizens are met. I'm not convinced that a food stamps programme like the US has is the best way to accomplish that.

I believe they should. I've seen too many people spending their welfare money on cigarettes yet can't afford baby food for their child. In Australia, cigarettes are expensive, starting price is 20-something dollars.

In New Zealand you get government vouchers. You aren't allowed to buy alcohol or cigarettes with them. In saying that, people sell them or get the food and sell it for alcohol and smokes...

All these people talking about recipients selling their food stamps. Good Lord it does not matter. Why? Because at the end of the day, someone's kids or someone who doesn't have enough for food is eating. Food stamps are to make sure people eat and even if the person they were for is choosing not to eat, someone is and Im fine with that. Period point blank.
