Yes they are called comendoms and in normal terms it just means a build up of oil under the skin. You need an cleanser and a toner for you skin that is made for oily skin. It will help break down the oil. But the good thing is your skin won't be so good when your young but you won't age as far because the oil will stop wrinkles :)

Looks like an allergic reaction, I get it if I use some creams. Should settle down in an hour or so if that's what it is :)

My arms break out like that after being in dusty area's as I'm allergic. It usually goes away after a little while. Hope this helps!
