Tummy time

My daughter will be 3 months on Tuesday. She is doing great, hitting all her milestones. She can hold her head up very well when we hold her or when she is in a sitting position. But when it comes to tummy time she just can't quite get it. She lifts a little but then her head falls back down. Eventually she just gets frustrated with it. Anyone else experiencing this? Advice, suggestions?
