Quit shaving. Clearly your body doesn't do well with it, and those ingrowns can house nasty infections. Consider just trimming, waxing with a professional and good aftercare or saving up for electrolysis.

I get horrible ingrown hairs every time I shave regardless of what I do.

I'm horrible with puck at them so I usually 'pop' them and use tweezers to get the hair out then polysporine and a bandaid.

Or use a warm washcloth on it 15 mins few times every day..

I don't shave for this reason, I just keep it all neat and trimmed.

Just exfoliate well before and after shaving. I use a Salux cloth and body wash and just scrub before shaving and afterward and I don't get bumps or razor burn anymore. I also moisturize with unrefined virgin coconut oil afterward.
