Spanking situation 😁

I do believe that they are certain situations, when the child is older where spanking can be necessary. However I have an extended family member that spanks her 1 1/2 year old😥 I feel like I can't say anything. But this is so wrong right?? I feel like he can't even comprehend much at that age....
