Wedding issues

I wanted a small wedding only 60 but my fiance upset about it he has extra people he wants to invite and wants to move that number up to 110 which is not to bad but were young we cant afford much and my moms the only one helping his family doesn't help him with much but anyways his solution was to tell some people on their invites theyre only invited to the wedding not reception... I think thats kind of rude and how do i even word it nicely on our invites
