Restricted dog breeds

Just saw this on Facebook. The sign is in a public park and states that the restricted dog breeds (Rottweiler, German shepherd, pit bull, etc) must be leashed AND muzzled at all times, must be wearing a collar with the owners info, and must be controlled by a person over 16.

What are your thoughts? Is this fair? Will this law(?) make parks safer for children? Do we even have a major problem at public parks with dogs harming children?
