How to make him want me

How do I get my bf to desire me more?  We've been together for nearly 3 years and live together and we've had sex and stuff but we were arguing about sex so he said he doesn't want to do it because he doesn't like that we've been arguing about it.  He told me before that he likes to me the dominant One and doesn't get turned on when a girl goes for him.  So it's been 3 weeks and no sex.  What can I do to make him want me?? Without being obvious to coming on to him?
