SOB ingrown hair that I can't pluck

I have two ingrown hairs right next to each other and they won't go away because the hair is still in it and it's so deep that I can't freaking reach it with tweezers. What do I do about this? I can see the hairs. Has this ever happened to you? What did you do?

It's like at the top of my bikini line.
