Both, some things come natural to some people but if you don't cultivate a talent, it dies.

There's raw talent in people in varying degrees.  Some choose to build and refine it, others don't. For some it takes a good amount of work and dedication whereas others are "naturals" and excel with significantly less effort.

Depends what it is. To master a talent you need to do it 10,000 times. You should read The Outliers if you're into that stuff

I'm a professionally trained opera singer. Yes I'm trained, but I started training when it was clear there was a large natural talent. I also have a huge rib cage, large lung capacity, and a figure made for period corsets and clothing. I have an ear for languages as well. My body is made to do what it does. I cultivated the talent, but I was born with it. Everyone has their own strengths and weaknesses. Not everyone can do everything.
