Is the guy supposed to pull out before he's soft after he cums? Does it matter? What if he doesn't?

If you are NOT using a condom, he must pull out before he climaxes (ejaculates, comes, etc). If he IS wearing a condom, he should pull out while still erect, to prevent semen from leaking out of the condom.
If you are eschewing condoms, please remember that withdrawal (pulling out as a former of birth control) is lesser effective than other methods. Pre-ejaculate (the clear fluid that comes out of an erect penis before he ejaculates, which acts as a lubricant) can contain sperm, and he cannot prevent it. And it only takes one "oops, I didn't pull out in time" to make a baby.
