Should he be arrested?

Here's the scenerio. A burglar breaks into a home by busting a back window and as he's grabbing stuff to take, he notices a women stabbed barley breathing on the floor. He here's kids screaming upstairs. Instead of leaving he runs upstairs and finds a man about to kill his children. He subdues the man, saves the kids and the wife, and calls 911. The first 2 police officers arrive but realize he had broken in, because they found a bag of tools to break in and a bag of the home owners items. What should they do and why?
