There's no need for him to do that, it's childish and stupid.
Tell him to stop, that it upsets you and you won't want him touching you.

Tell your mother and if she isn't responsive to your concerns, tell him if it continues you'll involve the police. It's sexual harassment and its never okay. You shouldn't feel unsafe or uncomfortable in your own home
