so I was reading a quote about love, and I have a question, it's a pretty opinionated question but answer this

what's better...to be IN love with someone or to love someone?

They're two completely different things in my opinion. You can love someone (friend, sibling, family member, stranger etc.) but not be in love with them. I think loving someone is better because the love you have for them can outlast being in love with a partner, even if you've cut ties with them, chances are you'll always have love for them whereas people often fall out of love and don't look back when it comes to their partner.

Both, if you want it to last. If you just go by "in love" then over the course of years that feeling can fluctuate with stress, circumstances, etc. But if you work in cultivating love even when it is hard (and even during times when you don't feel you are in love), then that gets you through the tough times better than a feeling.
