Sleeping through the night

My baby girl is 71/2 months old and is still waking up 3 or 4 times a night. She will not take a passafire. The only thing that will put her back to sleep is a bottle of formula, and she only drinks 2 oz. I have tried water but she spits it out and starts to cry. What else can I do to get her sleeping all night. She is eating three times a day solid food and has a 4 oz bottle before we lay her down for the night.
