Terrible moms

Question: I know someone who just gave birth to a 25 weeker he was 1 lb 13 oz after him being only a week old the mom was at the bar all messed up on drugs and drinking I know first hand that she is pumping and giving the hospital her milk how do I report this??? That baby should not have her milk! Oh not to mention the chick already has a 8 month old
