How do you tweak?

Can anyone tell me how to do the colour tweak thing on a test photo?

I just use my phone. I up the saturation on photo studio and use effects to turn it negative. Sometimes both. X

There's an app called "pixlr" that I use. Put "hagrid" filter on, up the vibrancy and then make it negative. I've heard to never change saturation, as it can make it appear pink when not. But Idk for sure
