Puppy pee training

How am i supposed to watch any TV or have any ME time when i have to watch her constantly like a robot in case she pees. I take her out every hour and keep her out for 15 minutes and keep telling her to "go do peepees" and she finally comes to the door and whines when she's all done. But how do i squeeze in time for myself, i can't so much as paint my nails and i keep burning food just to watch her every move, she never sits down and when she pees im immediately supposed to grab her and put her in her crate, i can't punish her or react if she did the pee some time ago if u get me? 😐
