Feeding the homeless

Alright, so apparently here in Saint Louis, Missouri it is now ILLEGAL to feed the homeless. I have been apart of projects where we have made brown bag lunches and hot plates for homeless and those who are in need. We were always able to pass them out, so why is it now a big deal and it isn't allowed anymore? I feel as though if citizens are using their own money to buy and give away food why does it matter so much who we give it to? Isn't it our right as contributing citizens to do with our earned money what we will?!

Are there any other cities where it's illegal to give food to the homeless? Why is this a thing now a days?
