Too young to shave??

im 16, a virgin, and my mother still does my laundry. she found blood on my panties, it was a tiny drop, she asked what it was. i told her i accidently cut myself while shaving down there. she says im too young to be shaving down there. i was really confused bc ive been shaving my bikini area since i was like 12 or 13. is she just over exaggerating or am i really too young?
