Neighbors have pile of garbage

Ok so a week ago my neighbors put a pile of garbage outside their apartment. It's literally garbage bags broken furniture and stuff. The property manager said that he would tell her to get rid of it about 5 days ago. It is still there. It is disgusting. It first started with the furniture and cardboard. Then the next day was garbage day. But instead of putting her garbage out she just added it to her pile of crap. Our town does not collect furniture and stuff with garbage. They only collect furniture and stuff twice a year. Which has already happened..

What can I do to get the city involved to make her get rid of it????
