Should you dye your small child's hair?

So yesterday I was out at an amusement park with friends. And I noticed this little girl. She was probably a year to a year and half old. She barely was able to walk. And could only say words like mama or dada. But I noticed she had bright purple hair. And the mother also had bright purple hair. Now. I'm all for bright hair and doing whatever you want, to look the way you want. 
But I was appalled by the 1 year old having purple hair. She isn't even old enough to say that's what she wanted! 
Would you dye your 1 year olds hair? Do you think it's crazy? Do you think it's okay? What about the chemicals on small child like that?
