Maybe a skin tag? They can pop up anywhere, I can't totally tell because it is a little blurry, if you're concerned then you should have it checked out by a dermatologist (who will also be able to remove it) good luck! :)

I'm not an expert or anything.... To me the picture is a bit blurry... But could be an extra nipple it you've had it for as long as you can remember, or a pimple scar that isn't flat.

Just my opinion.
