I think my son's circumcision is hurting him :(

My son is 17 days old and he had a circumcision done on day 2 (I think) with the plastibell technique. They said it would just fall off on its own. Well now it's off, but it's still hanging on to the bottom of his penis by a small piece of skin. At his 2 week appointment, the doctor said to just leave it and it should fall off in a couple of days. I've left it alone, but it looks painful, and my problem is that ever since it's been like that, he has been unbelievably fussy. Like he cries anytime he's not nursing. He cries hysterically, and turns bright red and can barely breathe... And he cries like that when I change his diaper... It's really really hard to handle after a few days of this... I just want to make him feel better but I feel like I can't. 😢 and I want to give him his first bath but I have to wait for that stupid thing to fall off. Has anyone else had this happen or know what I can do? I'm so tired and crying all the time because I can't make him feel better 😓
