Me and my fiancé have been trying to conceive

For 4 years. No luck u thought it was me. We had a semen analysis just to be safe and he is only measuring 15 million sperm per milliliter of semen and his motility is 15% out of 100 my fiancé has a strong sex drive and no symptoms of low testosterone however when his blood work came back it came back very very low. Has anyone ever heard of this?? We are continuing tests.
