Never wanting kids?

I have never been the person to want children. Any time my views are mentioned to women with kids they always say "you'll change your mind" or "you should be thankful for your ability to have children" and they bring up the fact that if I couldn't have kids, I would want them. But, with PCOS conceiving is more difficult and the chances of miscarriage is higher and I still never wanted kids. I've wanted to get my tubes tied or burned since I found out what it was hit in Texas I have to have a certain amount of children first or be of a certain age. Why is it that I'm not allowed to decide what happens with my reproductive organs? If I try to avoid pregnancy and get my tubes tied it's not allowed and if I get pregnant and try to terminate a pregnancy it's still not allowed.
