Shaving bikini area

I have issues shaving my bikini line. I hate wearing bikini bottoms because where my legs and bikini line meet is ALWAYS red and bumpy! I had a very large ingrown hair that left a scare. I always use a brand new razor head and I always shave in the shower. I have this blue bikini gel stuff that is supposed to help but it doesn't. I don't really use conditioner because I'm really sensitive and don't want to get an infection if it travels down. Does conditioner really work? I shave about once a week give or take. Never any more than that. Thanks!
