Should parents control their kids hair?

Im seventeen and my mother won't let me bleach my hair even though I've bleached my hair before and my hair is healthy. She'd rather me spend my own money at a hair salon than trusting myself to bleach it for seven dollars. To me it's cheaper, I can get my hair the way I want it (lighter in some places than others), and I don't like other people doing my hair.

So, do you think parents should control what their kids do to their hair?
