Carseat question-- is this safe?

Question

To clarify, Babe is strapped in nice and tight, he just has his swaddle wrapped around him too. The swaddle has a hole on the butt of it for the buckle to go through, the chest harness is in place and everything, the swaddle is just around him.
Is this safe? It helps him to relax in the car so much. If we don't swaddle him, he screams the entire car ride 😭

The only thing I would like to add is that the buckle isn't quite high enough of on his chest and it should be tight enough to get no more than two fingers..

I think technically you shouldn't have anything between the baby and car seat. But that looks like very thin fabric so I don't see how it's any different than a baby just wearing a thicker article of clothing like a sweater.
