Trying to get my BF to go farther

So my boyfriend and I have been together for almost two months and have made it to third base but it's only happened twice and it was me touching him, not the other way around. He just went to China for two weeks and I want to have something figured out before he gets back to go further. I don't know if he's scared or what but he doesn't have as much experience as me. I can't stop thinking about him and all the things we could be doing but aren't. What can I do to make him want to do more with me (sexually...we spend a lot of time together and our relationship is going pretty well aside from this)? I want to have sex with him or at least even out who's being touched by who. Thanks!
