Pregnant Neighbor Smokes Cigarettes...

Downstairs neighbor and her husband both smoke in their non-smoking apartment. They're like both 20 so they think they're invincible and only think of themselves.  They have a 2 yr old son who already lives in this smoky house who they're always yelling and cussing at. Also, she's 8 or so months pregnant with a daughter now. She works front desk at the hotel my husband is a maintenance technician at. She goes for smoke breaks every chance she gets. There have even been some people who mentioned the chain smoking pregnant front desk lady in their hotel review. Besides those guests , it seems like I'm the only one bothered by it. I have an 8 yr old daughter and 15 month old son. When they're home some of the smoke comes up into our house. We had the same problem with the last tenants down there, so we reported it to the landlord after a while. She said don't worry about it, they're getting evicted anyway for rent nonpayment. I'm worried if we report this instance the landlord (who lives offsite) will think we are just those tenants that always are complaining. It doesn't help either that she's a smoker. Pretty sure their lease includes non smoking since ours did. Unsure what to do? Anyone else think it should be illegal for a pregnant woman to smoke cigarettes?
