Bloody urine

I just went to the bathroom and it burnt really bad when I peed and there was blood along with a smell and cloudy discharge. Could this be a uti? I have HPV so I'm nervous this could be a symptom of a breakout. I've never had a breakout before so I wouldn't know. Does anyone know what it could be or have they gone through this?
