Ftm questions

My son is 4 weeks old when are you suppose to start tummy time? I googled it and I'm getting lots of different answers. Also my son is wanting to eat all the time I breast feed but now I'm pumping as well because he always wants to be on my boob he's eating almost 4-5 ounces each time and sometimes still acts hungry. Is this normal?
