Fully effaced but not dilated?

Well I am officially 1 day past my due date and when I last went to the doctor a little less than a week ago, she said my baby was completely effaced, my cervix had softened, but I wasn't dilated at all. I haven't lost my mucous plug, I haven't had any contractions, and my water hasn't broken. Is this normal? Being 40 weeks and 1 day.
