When adding formula to hot boiled water (to kill bacteria/germs)

Answer 1 - wait for it to cool enough so that it does not kills proteins or the good stuff but is still over 70deg to kill bacteria in the powder?

Answer 2- u can mix immediately with boiled water (it won't kill the good stuff)
