It depends on if she's comfortable with it or not, if her parents are willing to purchase them for her or not and if she has her own money to purchase them if her parents won't

1. If your a virgin then I think you should wait because it might hurt. 
2. There are chemicals that are in tampons that aren't good for you 
3. You can get toxic shock from keeping them in too long 
4. You can get cervical cancer 
5. Not many people will tell you this but it can be linked to fertility ( having children) problems 
so I think you should wait or ask your mom

If she's comfortable with it I don't see why not. They don't hold as much odor as pads, are much easier to discreetly carry around, and don't give you that slightly wet diaper sensation. If it's painful at all for her then it's probably best to go with something else. And if you're worried about TSS then get pure cotton ones.
