manipulative little stinker

I expressed to my 3 (almost 4 ) yr old daughter that I was mad at her for pooping in her underwear (right next to the potty after peeing and washing her hands)  I was washing my hands after cleaning her up and I said "this is not okay. You know where poop belongs. I am very disappointed in you" she smiled and tried to hug me and I gently pushed her away and said "no, I don't want to hug you because I am mad at you right now" then she said sweetly "I love you mom" I continued to wash my hands and she said it again and again.....😒 I don't know what to say. On one hand I know it's a manipulation tactic on her behalf but on the other hand she's been having to adjust to a new sibling and I don't want to add an fuel to any jealousy fire that may be brewing.
