I'm 26weeks measuring small

Is that normal? My baby is 1lbs 17in. I'm not sure how or why but all my apps say it's normal. I believe my dr say my lil one suppose to be bigger cause I'm a diabetic and most diabetics have big babies. I just hope everything is normal by the time I'm due
