You could try and find where they do something called Tatt2Away. It's highly effective, painless, and cheaper  and more effective than laser removal.

But honestly after a few years mine completely disappeared with no treatment.

Looks fine to me, but you could take her to a doctor to tell. I don't know how to immediately get rid of it, but these usually disappear after a while and this one doesn't exactly look well set to me.

Take her to the doc to find out if it is infected. And it may fade out and go away on it's own. It looks like it isnt that deep into the skin. I'm not sure if a laser place would remove it depending on her age but you can always call around and even take her to one so they can look at it and give you a better idea if it will fade and go away or if they recommend removing it.

If it's still new, neosporin might take the ink out as it's healing. I know it's horrible for real tattoos. But I'd take her to a doctor to get tested for various things
