Hospital is Refusing Me

So I've had an ovarian cyst for like 3-4 weeks and it's been extremely painful. My OB won't prescribe pain medication so im constantly in the ER because I can't control my pain. They tell me I've had too many narcotics and they don't feel comfortable prescribing more. What should I do? I'm freaking out because I can't control this pain. I've been in bed for three weeks because I can't enjoy anything.
