I think both, but me and my ex had an arrangement when I was on birth control pills, we still used condoms though too. He bought the condoms since I paid for my prescription. Maybe think of something similar like you buy condoms, he buys a fancy lube or something like that. But if not it should definitely be both of your responsibility.
