tight water bag

My nurse said my water bag feels like a tight water balloon, do you think that's the same thing as a bulging bag & she was just trying to make it easier for me to understand? I spent the day at the hospital with contractions 3 min apart but not strong enough to make me dilate 😞. I'm 3 cm 70% effaced and head is at station 0. Anyone so close but so far away with me? Does it sound like labor is near?
