how would you feel about this? is a child bullying the parents fault?

This stems from the Nature vs nurture debate, I'm not sure how true this is but apparently it's in effect in a county in Wisconsin where the first offense would cost $366 then $681 the 2nd offense. What do you guys think?

I don't see how the parents forking over money teaches the kids anything except that "if I bully somebody I don't get in trouble, my parents pay for it".

I think all parents should be obligated to teach  their kid about bullying and discipline them if they decide to bully. If parents do this, then nature could be the reason for bullying. I personally don't see how imposing a fine will stop the kid from bullying...especially if the parents have taught their kid about bullying, but it still happens. At that point, some type of learning tool/program needs to be provided for the child. A fine won't do anything.

Maybe the first offense a warning,  but this would keep all the delusional,  clutching my pearls, NOT MY CHILD held accountable for the actions of their shitty kids

Well a child sure wasn't born a bully. Children are naturally designed to love unconditionally so any bullying that forms is the parents fault.
