I did once. I literally went up to a guy and said "you're hot, are you single?" Lol he wasn't. But he told me he wasn't having the best of days and my compliment really helped cheer him up. Nice guy but the man I eventually married is my best friend no matter how annoyed I am with him.
Though it's traditional for guys to make the first move sometimes guys need to be reminded that they are appreciated whether for their looks or deeds. All girls like feeling attractive, guys like to feel attractive too.
