Induced due to size?

Is it possible to be induced for a small baby? I was told my last visit ( 31 weeks excatly ) my baby was at 29% for growth and once she drops to 10% they start to worry, she also is in pike position so they are already planning a c-section because they have no other way to turn her.

When I went to one of my prenatals one day my doctor was late. She said she had to deliver a baby of someone who's baby hasn't grown since 32 weeks so they induced early. I'm not sure how far she was on that day but I assume not much past the 32.

My baby was 24% at 28 weeks and now I am waiting to see if it is 10% or below for my 32 week scan. I was told that if he has to be delivered early because he isn't growing it doesn't matter what position he is in. If a baby is under 10 % it can be too much to be vaginally born, so usually it is a automatic c-section just to be safe.
