I did a reverse google image search on it, it didn't come up with anything though.  I'd maybe show it to trusted people within the community, maybe someone will know.

It might be like markers for homeless...I've seen some like that before.

Not sure, maybe show it to a police officer? They would know if it's a local gang sign, marker a local gang uses or crime related in general. Even if they don't know right now, giving them a heads up would help keep you all safe. Or maybe look up local articles for gang/crime related stuff involving that symbol.
