Parking bay question

Where we live there is a small parking bay, for those who live in the private road, so we don't have private driveways. The bay is shared between 4-5 houses. 2 households have 7 cars between them taking up the whole parking bay except about 2 spaces if people can park straight. So the other 2 houses are pretty much fighting for a space or its first come first serve.

Is there anything that can be done when 1 household has 4 cars, and they're all pretty big so they take up half the bay. Just wondering as it's not really fair on us lot that work full time and struggle to park even remotely close to our house. We all own our homes. Is that fair in your opinion?
