what is this feeling

I'm only 13 weeks and 4 days and could feel what seemed to be flutters. Is it to early?

This is my third pregnancy and I felt my baby rub it's foot or arm around my belly this week. I'm 13w4d. It felt as soft as a feather but unmistakably the baby. It's not too early to feel very soft taps and rubs.

It's early but IDK... i thought you didn't feel them until 17 or 18 weeks, but I felt them at end of week 14 and the beginning of this week (week 15) and my SIL did too.  I was surprised.  It usually happens if I am very, very still, like when I wake up in the middle of the night.  When I work from home, I am also more still and quieter, and I notice movements too! Just small flutters that don't last long.
