Husband looking at other women

My husband is constantly looking at other women. I've told him countless times how it makes me feel like I'm not good enough for him and that I'm afraid one day he will act upon it. Yet he continues looking. He constantly says I'm enough for him and that I'm beautiful but it doesn't feel like he truly means it. He always say he is going to stop but never does. It just makes me feel so bad about myself. Is it wrong of me for getting upset? Like I keep making excuses like he's a guy, it's what they do. Am I wrong?
